Transfer of Planning Powers

LLDC has published a report: A Town Planning Legacy: Outcomes from the 2012 Olympic and Paralympic Games. This document summarises the planning achievements from October 2012 to the transition of planning powers. An executive summary is also available: Town Planning Legacy: Executive Summary.

LLDC’s planning functions as Local Planning Authority ceased on 01 December 2024.

Under the requirements of the London Legacy Development Corporation (Establishment & Planning Functions) (Amendment & Revocation) Order 2024, all planning applications, appeals or enforcement cases which have not been determined by the LLDC have been forwarded to the relevant London Borough for decision.  For all planning enquiries for sites and property within the LLDC area, please now contact the relevant London Borough via the links below:

LLDC planning powers transfer process

In February 2020, the Legacy Corporation’s Board agreed that LLDC’s town planning powers and functions would return to the four neighbouring boroughs of Newham, Hackney, Tower Hamlets and Waltham Forest, by the end of December 2024.

On 8 September 2022, the Mayor of London formally decided for the purposes of sections 204(2) and (3) of the Localism Act 2011 that from 1 December 2024 LLDC shall cease to exercise, as regards the whole of its Mayoral development area, the entirety of its town planning functions conferred on it by London Legacy Development Corporation (Planning Functions) Order 2012 (“2012 Order”  SI 2012 No. 2167). 

On 10 September 2024, Statutory Instrument 2024 No.918 was published as the London Legacy Development Corporation (Establishment & Planning Functions) (Amendment & Revocation) Order 2024 (SI 2024 No. 918). This revokes LLDC’s planning functions from 01 December 2024.

Transfer of planning data and funds received from CIL and s.106 planning obligations

The Localism Act 2011 requires that a Statutory Transfer Scheme is prepared setting out he planning data and planning related finances (CIL and s106 planning obligations) to be transferred from LLDC to the London Boroughs. The Statutory Transfer Schemes with each of the Boroughs are available at the links below. In addition, the agreed Protocol on the Approach to the Transfer of LLDC CIL and s.106 Monies is also included for explanation.

    Transitional Arrangements

    To prepare for the transfer of planning powers, the LLDC and the London Boroughs of Hackney, Newham, Tower Hamlets and Waltham Forest agreed a Transitional Arrangements Protocol, which set out the working arrangements between LLDC and the Boroughs up to powers transfer. It is included below and complements the formal Statutory Instrument and Statutory Transfer Schemes above.
