The Legacy Corporation encourages you to discuss your planning proposals with a member of our Planning Policy and Decisions Team (PPDT) before making an application. This is particularly important for large and more complex planning schemes.
If you are making a pre-application request relating to land within the Legacy Corporation Planning Area, then this must be submitted to the Legacy Corporation, rather than to the local borough. Please use the map of the Legacy Corporation planning area to determine where your site lies - Planning Area Map.
How to apply
If you would like to request pre-app advice then please download and fully complete the Pre-Application Advice Request Form below and submit it to us together with a covering letter, site location plan and any other documentation that will assist us in processing and responding to your request as comprehensively as we can. The form is self-explanatory and full details on how to complete and submit your pre-application request can be found within the form. Details for submitting the form and associated information for submitting your payment can also be found at the bottom of this webpage.

Pre-Application advice fee increase
On 28 February 2023, the LLDC Planning Committee agreed to adopt a revised charging fee schedule for pre-application advice provided by LLDC officers. The fee schedule is set out below and came into effect on 31 March 2023. Please complete and return a Pre-Application Advice Request Form to planningenquiries@londonlegacy.co.uk.
A fee for the pre-application advice service will need to be paid before we can begin processing your request.

Invoices for VAT purposes will be issued upon receipt of your payment. For us to issue an invoice, you will need to first be setup in our finance systems. Please can you therefore complete a LLDC Customer Details Form, which can be found at the end of the Pre-Application Advice Form or via the link below. Once complete please include this alongside your submission documents.

Planning Performance Agreements (PPA’s)
Some proposals are complex and will require a programme of meetings to discuss the planning issues that relate to your site. To provide clarity and certainty about how we may view these issues we would recommend entering into a planning performance agreement (PPA) to help you through the planning process as it will provide an early opportunity to get a steer from the Local Planning Authority. This can include early discussions about possible planning conditions, S106 agreements and the documents you will need to submit with your application. You can enter into a PPA at any time during the application process, but it is advisable to do so as early as possible. Any pre-application fees already paid will be considered when agreeing a PPA programme.
