On the day that the Mayor of London, Sadiq Khan, broke ground to mark the start of construction on East Bank, the new powerhouse of culture, education, innovation and growth,  LLDC has announced the award of six of 27 construction packages.

 The Mayor’s Office granted planning permission in June for the 4.25 hectare Stratford Waterfront site which will see new buildings for Sadler’s Wells dance theatre, the Victoria and Albert Museum (V&A) including a partnership with the Smithsonian Institution, the BBC and a new campus for UAL’s London College of Fashion.

East Bank also includes sites for UCL East in the south of Queen Elizabeth Olympic Park and for a new V&A Collection and Research Centre at Here East in the north of the Park. East Bank will provide skills and jobs for local people, attracting visitors from around the world, bringing more than 10,000 students to the site, delivering 2,500 jobs, a £1.5 billion boost to the economy and 600 new homes. At least 50 per cent of new homes across the remaining development sites on the Park will be affordable, in line with the Mayor’s commitment to provide 50 per cent affordable housing on public land.

Colin Naish, Executive Director of Construction at the London Legacy Development Corporation, said: “These packages are opportunities to help build one of the largest and most significant culture and education projects in the world. East Bank will be a powerhouse of culture, education and innovation with world-class institutions. We want the best that industry has to offer to help maintain the high standards of construction already established on the Park.”

Details of the six packages are below: 

Package: Carpenters Land Bridge

Contractor: GRAHAM

LLDC has appointed GRAHAM to deliver a new Pedestrian and Cycle bridge that will link East Bank culture and education district on Queen Elizabeth Olympic Park to International Quarter London. The £3.5m contract was awarded in January 2019 and will provide people with an access route between Stratford and East Bank. 

Package: Substructure Works 

Contractor: PJ Carey (Contractors) Ltd

LLDC has appointed PJ Carey (Contractors) Ltd to undertake substructure works at East Bank.  The £15.8m contract was awarded in December 2018 and the substructure works will start on site this month (July 2019).  The scope of works include excavation, remediation and disposal of soil, piling, ground slabs, beams, walls, substructure permanent utilities and drainage works and substation works.

Description: Package: Tower Cranes

Contractor:  Select Plant Hire Company Ltd

LLDC has appointed Select Plant Hire Company Ltd to provide tower cranes and crane operators at East Bank culture and education development on Queen Elizabeth Olympic Park. The £5.4m contract was awarded in November 2018 and the first cranes will be erected on site in November 2019.  The scope of the works includes the delivery, erection, maintenance and subsequent dismantling of luffing jib tower cranes, including the provision of tower crane operators in order to provide safe and efficient lifting facilities for the works package contractors.

Package: Temporary Services

Contractor:  Woodlands Site Services Ltd

Description: LLDC has appointed Woodlands Site Services Ltd to undertake temporary electrical and plumbing services at the East Bank culture and education development on Queen Elizabeth Olympic Park. The £1.2m contract was awarded in May 2019 with work starting immediately on site in the same month.  The scope of the works includes temporary power and lighting, temporary water supply and drainage and a temporary, wireless fire alarm installation.

Package: Enabling works

Contractor: Blu-3 (UK) Ltd

LLDC appointed blu-3 to undertake enabling works for East Bank culture and education district on Queen Elizabeth Olympic Park. The £5.1m contract was awarded in October 2018 and  will see the contractor install utilities and prepare the Stratford Waterfront for the main works. 

Package: Common Site Services 

Contractor: Clipfine Ltd

LLDC appointed Clipfine to provide provision of services for the whole site including:

•  Security & access Control
• Vehicle, and traffic delivery management
• Lifting management (hoists and cranes)
• Environmental & waste management
• Site welfare
• Catering
•  Health, safety & wellbeing services
•  Site hoarding
• On-site labour

The contract value is £14m 

Procurement for the construction contracts is being led by LLDC, which is also the construction client.

Contracts for the frames, facades roofs, and mechanical and electrical installations are in their tender stage and fit-out and public realm packages are to follow.
