Over the last 20 years, Clare has worked on some of the most significant urban regeneration schemes across London and Europe. With a passion for making cities better places to live, Clare spent 12 years working on the redevelopment of King’s Cross, from the initial masterplanning of the whole site through to the delivery of some of the first buildings and spaces. She joins LLDC as Director of Development from Lendlease where she led the Urban Realm team for four years, responsible for the design, management and activation of the public realm and the infrastructure across the portfolio including Elephant Park and International Quarter London.

Clare’s role will focus on new Park neighbourhoods at Chobham Manor, East Wick and Sweetwater delivering c2,500 homes as well as the delivery of the Hackney Wick masterplan.

Janet Townsend, who has been at the LLDC since its inception, will continue as Director of Development for the new neighbourhoods in the south of the area at Stratford Waterfront, Bridgewater, Pudding Mill Lane and Rick Roberts Way.

Clare’s appointment comes as part of a re-shaping in the Development Team to support a wide range of housing, cultural and educational projects. LLDC has appointed 15 new roles in total including design, planning and development roles in our Development directorate.

Ned (Edward) Adams-Felton, Project Support

Ned joins us from Sandwell Council where he was responsible for supporting the construction of Sandwell Aquatics Centre for the last year.

Robert Bull, Financial Viability Analyst

Robert joins us from CBRE where he worked within the retail investment team, specialising in retail warehousing and supermarket transactions, for five years.

Lance Digby, Development Manager

Lance joins us from Savills where he worked within the development consultancy team on a range of mixed use and residential schemes across the UK for two years.

Kaiyil Gnanakumaran, Senior Designer

Kaiyil joins us from the GLA where she was a Senior Project Officer in the North-West Regeneration Team for a year. Prior to this, Kaiyil was an Architect at 5th Studio Ltd.

James Halsall, Senior Design Manager

James joins us from Mae Architects where he was responsible for overseeing a range of housing projects, including the UK’s largest Passivhaus scheme, James also led Mae’s Sustainability and Environmental Design team. He was with Mae for 8 years.

Stuart Hammond, Senior Planning Manager

Stuart joins us from London Borough of Hackney where he was a Senior Planner in their Majors Applications Team, and prior to that DP9 Planning Consultancy.

Rachel Hearn, Design Principal

Rachel joins us from London Borough Havering where she was responsible for Placemaking across Policy and Planning.

John Lawlor, Senior Design Manager

John will be managing the design of 1300+ new homes at Eastwick & Sweetwater and was previously an Associate at Alison Brooks Architects.  

Seth Maynard, Development Manager

Seth joins us from Transport for London where he worked on a number of development schemes, principally Limmo - Canning Town for approaching 3 years.

Farai Muzambi, Project Support.

Farai joins us from Barclaycard where she was responsible for Implementation of Large and Strategic businesses for 2 years as a junior Project Manager.

Rita Olufunmi Adeoye, Design Principal – Inclusive Design and Accessibility.

Rita worked as an Access Adviser at the London Borough of Redbridge for 14 years. Responsible for accessibility issues around planning/policy, housing, education, highways and transport. Working with local access and disability groups, creating inclusive developments and environment for disabled people, older people and all members of the community. 

Clayton Thomas, Project Support

Clayton previously worked at Here East on reception for 2 years and secured a full scholarship to complete his MSc in Managing Innovation in Creative Industries.

Carolyn Tobin, Head of Development

Carolyn joins us from Berkeley Homes where she worked on high density residential schemes. Previously Carolyn worked at Barratt London and the GLA.

Elizabeth St John-Frederick, Team Administrator

Elizabeth joins us from LB Havering where she worked for a 18 months in the Appointee & Deputyship Team in Adult Social Care.
