The Good Growth Hub

The Good Growth Hub (GGH) will be located on Queen Elizabeth Olympic Park (QEOP) at Clarnico Quay, which is an interim workspace development managed by Makeshift Community Ltd. It will act as a focal point for delivering a range of employment and training opportunities for local residents and employers and will form part of the London Legacy Development Corporation’s (LLDC) East Works programme.

LLDC’s East Works programme is widely regarded as leading the way in the delivery of demand-led employment and skills interventions and delivering ‘Good Growth’ for the local economy.  As the area continues to change and grow, LLDC want to ensure more local people can access the employment and training opportunities in and around the Park, and that employers locally continue to attract and retain the talent on their doorstep.  

The East Works programme initially focused on construction-related jobs and apprenticeships, reflecting the activity taking place on the Park at the time.  As more tenants have moved to the Park and its surrounds, the programme has developed to include a rich programme of cutting-edge pilot interventions with a focus on the creative, cultural, fashion and technology sectors.

The opportunity now is to take these pilots to scale and establish Queen Elizabeth Olympic Park as an exemplar in the design and delivery of high quality technical skills; as the place to access a diverse talent pipeline; and, as an Innovation District renowned for the delivery of ‘Good Growth’. 

In order to take the programme to the next phase, LLDC is establishing a ‘Good Growth Hub’ to ensure that its East Works programme is ready for this new decade of growth in east London. 

This will be a physical space on the Park offering a range of services including: apprenticeships, internships, training bursaries, pre-employment bootcamps, careers coaching advice and guidance, specialist skills training, support for freelancers and tailored business support. The GGH will focus on developing talent for the growing creative, cultural and technology sectors in and around the Park, but will have the flexibility to respond to other growth sectors over time.

The Contract Opportunity

Due to the breadth of activity scheduled to be delivered from the GGH we are looking for partnerships and collaborative approaches to delivering the scope of services required. The LLDC will be running a competitive procurement exercise to appoint a company that shall be responsible for operating the GGH and delivering the following services for the GGH from September 2020 – September 2028:

• Day-to-day operations and facilities management 

• Design and Delivery of GGH initiatives, including:

  - Shared Internship Programme

  - Pre-employability Programme

  - Support for freelancers

  - 1-2-1 Coaching 

  - Careers advice and guidance

  - Alumni Network

  -Tailored support for employers 

• Programme Management covering: 

  - Ongoing co-ordination and management of the GGH programme

  - Monitoring and performance reporting

  - Fundraising and sponsorship

  - Marketing and communications

LLDC Budget and GGH Funding Requirement  

The LLDC has a maximum available budget of £1.3M to deliver the GGH service for five years from September 2020 – September 2025.  

There is a minimum match-funding requirement of £650,000 to deliver the GGH service from September 2020 – September 2025.  

The LLDC will work closely with the successful bidder and Good Growth Hub Board to secure funding to deliver the GGH service from 2025-2028.

Procurement Process

The LLDC intends on carrying out a two-stage procurement process.

Stage 1: Selection Questionnaire (SQ) -  this shortlisting process will allow the LLDC to assess the eligibility, economic and financial capacity and technical and professional ability of those companies that express an interest in the contract opportunity by submitting an application.

Stage 2 – Invitation to Tender (ITT) - applicants successful at SQ stage will be invited to tender

This contract opportunity will be formally advertised in the Official Journal of the European Union (OJEU) here in March 2020 where further information will be made available for companies that would like to express an interest in the contract opportunity.
